(“BDP”) must maintain an approved security program satisfactory to the Transportation Security Administration (“TSA”). The security program, among other things, requires that BDP establish cargo transferring measures that provide security against threats, including, but not limited, to require only certain qualified employees and authorized representatives to tender (transfer) the cargo to the following entities conducting a passenger or all-cargo operation: a) other IACs; b) air carrier operators; or c) foreign air carriers.
